     Looters made off with battered file cabinets, riot shields,
     computer equipment and rolled up mattresses.
     People in Cap-Haitien drag objects out of the police station
     after the rebels took it over.

       two Haitians try to move a car away from the flames.
     Two locals try to stop a fire from spreading at the residence
     of the mayor of Cap-Haitien, on Feb. 23, a day after rebels
