287. Editorial Note

In telegram 288, November 13, to the United States Mission at the United Nations, repeated to Habana, Hoover expressed the Department of State's concern about the strained relationship between Cuba and the Dominican Republic. Throughout 1956, the Cuban Government had repeatedly accused the Dominican Republic of plotting to overthrow Batista by financing the Cuban President's opponents and by conspiring with Prio, who remained in exile in the United States. The Acting Secretary noted that the Department did not consider any serious threat of armed invasion of either country existed, but wished to inform the Cuban Government that the Department would consider any open conflict between Caribbean countries most unfortunate particularly in the present world situation.
