Editorial Note
According to the memorandum of discussion at the 389th meeting of the National Security Council on December 6, Allen Dulles made the following remarks about the situation in Cuba:.
"Mr. Dulles believed that the revolutionary
situation in Cuba was rapidly becoming more critical. The Batista Government
was consistently losing ground in its struggle with Castro's rebels. Business
firms were now seriously impeded and many operations were closing down
altogether. In sum, it was increasingly unlikely that Batista would be able to
